Noida to Establish Two Advanced Waste Treatment Plants to Tackle Growing Waste Crisis

In a significant move towards sustainable waste management in Noida, the Noida Authority has unveiled plans to set up two state-of-the-art solid waste processing plants. Each facility will process 40 tonnes of waste daily, totaling 80 tonnes across both plants. The city's continuous efforts to solve its growing waste management difficulties will take a significant stride with this initiative, which will be wholly funded and run by an outside organization.
Innovative Funding and Operational Model
The selected agency will be responsible for establishing, operating, and managing the waste treatment plants in Noida. Revenue will be generated through user charges and the sale of recycled products. “The authority will provide the necessary land for these plants. Importantly, no public funds will be spent on their establishment, as the agency will cover all expenses,” stated Lokesh M, Chief Executive Officer of the Noida Authority.
Waste Processing and Recycling Mechanism
Each plant will handle 25 tonnes of wet waste daily, converting it into compost and biogas. Simultaneously, 15 tonnes of dry waste will be transformed into recyclable and market-ready products. “The agency will have a 15-year operational period, with a possible 3-year extension based on compliance with operational norms. After this period, the facilities will revert to the Noida Authority for future management,” an official shared.
Tendering and Compliance Process
The Noida Authority is set to invite tenders for waste management projects within the next three months. The evaluation process will strictly adhere to environmental and legal guidelines, ensuring alignment with the Waste Management Rules, 2016.
Current Waste Management Landscape in Noida
Noida generates approximately 800 tonnes of waste daily. Apart from the two proposed plants, the Authority is also exploring a waste-to-energy facility at the Astoli landfill site, spanning 130 acres, with 30 acres earmarked specifically for scientific waste processing.
In early 2023, the Noida Authority enlisted an agency to manage Sector 145’s landfill site, a location infamous for its towering “waste hill” and the subsequent environmental and public health concerns it has caused. Nearby residents have repeatedly raised grievances regarding foul odors and pollution.
Community Concerns and Resident Expectations
“The Noida Authority has launched multiple waste management models, but none have been consistently effective. Waste is still being dumped on vacant plots across the city. We sincerely hope this plan achieves the intended results,” said NP Singh, President of the Gautam Budh Nagar District Development Residents Welfare Association.
Deepak Sharma, President of Sector 105 Residents Welfare Association, added, “The waste dumping at Mubarakpur and Sector 145 is creating unbearable conditions for local residents. The Authority must ensure these new waste treatment plants in Noida offer sustainable and long-term waste management solutions.”
